1. EPICS base does not contain GNU bison, we had switched to using
antelope (which IIRC has a BSD license) by about version R3.11.
2. The bison license gives explicit permission for non-free software to
use those parts of itself that are included in its output, so we probably
could use bison to build EPICS base as long as we don't include it in the
tar file but instead require sites to install it for themselves. I don't
think this will ever happen though.
