The CA server returns the memory involved to a free list. This approach
avoids long term fragmentation of the IOC's primary memory allocation pool
and also improves overall efficiency of the server. The IOC's response is
more deterministic in the face of widely varying client load, and it is
easier for system designers to determine how much memory will be needed for 
peak transient operating loads.

There is not currently any mechanism available that will purge this free list 
back into the primary memory allocation pool.
