The archiver is not failing to receive events. My interpretation
of archive data was incorrect. It appears that when a PV disconnects
the archiver generates data but when the PV reconnects no data is
generated when the PV value did not change. This results in the
following:

So, using the LibIO API, if I ask for data prior to 07/27/2001 13:20:06 I
may get a record which is again invalid. One therefore must keep going
back until a valid record is obtained.

I would argue for the generation of a data record when the PV reconnects.
