That's a correct conclusion: there are circular dependencies between 
the ca and db libraries under vxWorks in R3.13 and also in R3.12. 
This situation exist only under vxWorks where the only workaround is
to load all of iocCore. 

In EPICS R3.14 these circular dependencies no longer exist and only the
ca and com libraries are required.
