Geoff,

I am unable to locate that exact message in the latest patch release of R3.13.
What release of EPICS is in use by this CA client program? Also, what O.S.
are you using. The string "connection refused" corresponds to the errno produced
by ( I am guessing ) the system call sendto() on your O.S. Does your 
EPICS_CA_ADDR_LIST have any entries in it for which the system can not find a route?
