Kevin,

First, I would verify that ping, telnet, etc work against both VME crates.
Next, I would run ping on the disconnected crate against the server that
it disconnected from. I would also run "memShow()", "iosFdShow()", 
and "mbufShow()" on both hosts. If all of the above are ok then I would 
run "tt()" against the sequencer and ca client tasks to see if there are 
any indications that some thread is hung. It might help to save a base line
"tt()" output for related threads after the system boots up and then compare
this to what you see when it is disconnected. I am happy to help out 
interpreting any output which appears to be off normal.

I should add that many subtle bugs have been fixed between EPICS R3.13.0Beta12 
and the latest patch release of R3.13.
