The mmbo record would work just like a longout when there were no strings or
values defined for the states (and before the long out existed). It sounds
as though someone 'fixed' this feature by having the control range returned
as the maximum number of states. Even worse, if dbpf cannot put something
greater than 15, than it is done at the database library layer. If you
recalled this working, it was not your imagination. However, it sounds like
it would be best to now use mbboDirect or Longout.
