This issue also came up a couple of months ago in the context of the
VxWorks global variable device support. There was an _extensive_
discussion and in the end it was agreed (I believe!) that there was a
case for giving the creator of the database control over whether the
initial value came from the DOL field or from the underlying global
variable. So this is what was done in this specific case... but maybe a
more general solution is called for?
