I have written device support for both the Greenspring IP-Digital24
24 bit digital I/O module and the Greenspring IP-Driver40 module.
The IP module drivers are build on Andrew Johnson Industry Pack Carrier
support.  More information on this can be found at 
http://www.aps.anl.gov/asd/people/anj/ipac.

I think the IP-DRIVER40 might be the kind thing for your application
since
it has open collector outputs for driving things like relays.  I can
tar up what I have and send it to you if you are interested.
