I have the same problem using Netscape 4.7. Just taking an educated guess, I
think the original message was in 'Non-HTML' and the reply was in HTML. Both the
non-HTML and HTML text were trying to start their output at location 0 (the top
of the page). I believe that if both the original and the reply were both in the
same format (non-HTML/HTML) there would not be a problem. Unfortunately, I don't
have the time to test my theory. If I am right, I would consider this to be a
Netscape bug.

Some thoughts:  There are several options that may help, but all depend on the
sender to set. Try putting the reply at the end instead of the beginning. You
could also try setting 'no_html'
