1. MPF provides a complete solution along with EPICS device & driver
support - see http://aps.anl.gov/asd/people/mrk

2. You can use any EPICS serial device support that uses vxWorks serial
drivers in conjunction with Peregrine McGehee's tyGSOctal driver which is
shipped as part of my ipac software - see
http://aps.anl.gov/asd/people/anj/ipac

There are several (at least 4) EPICS serial device support offerings
available for the second option - Jeff Hill's seems to be popular.  Please
*don't* go writing another if you can help it...
