ENUM is complete nonsense - Bob, will you put this on your ever-growing
list of Record Reference Manual errata?

Actually the answer was already included in your mail:

Because if you look closely enough at the release notes for 3.13.1, you
will find:

devMbbiDirectSoftRaw, devMbbiSoftRaw, devMbboDirectSoftRaw, devMbboSoftRaw

SHFT was made a prompt field and also modifiable.  The VAL field of
mbboDirectRecord is now modifiable.
