Hello Arch,

I have had this experience with 167s, caused by something in the
shell's startup script that the booting IOC can't do.  This might
explain why you had the problem after changing shells, and why
the 167 works when you use ftp.

Possibilities:

1.  The user startup script on the host includes calls to commands on
	a server that the IOC does not have access to.

2.  The user startup script prints out something while coming up,
	either a planned message or an error message.

3.  The startup script contains a tcsh command that csh does not
	have, causing an error message as in 2.

So I recommend checking the .cshrc for the account that
the IOC uses, and either removing or if'ing out the offending lines.
