This should not be put into epics base. The cvs directory has a directory
epics/unbundled. Maybe we should start a directory?

epics/unbundled/base/hardware

This can contain subdirectories for various hardware support packages. Each
package could be structured like a <top> level application. Each package can
follow it's own release schedule.
