I don't think this can be right; there are many sites which don't allow
their accounts to have a .rhosts file, so a target has to boot using ftp
and can never access any files via rsh. It may be that vxWorks _tries_
to get it by rsh first, although I think this unlikely - why shouldn't
it just re-use the same mechanism the boot loader used?
