I disagree with your suggestion. It might be adequate for a
consumer/provider relationship but it is not in the spirit of a
cooperative development. Especially in cases where bugs are found
solving porting problems to yet another platform (typically not
available at the main developers site).
I am more for a common access to the latest version (in production
somewhere), to the history of patches and their short description as
well as to the original major release. See e.g.
