Make certain the the epics base specified in the application config/RELEASE file has been
built for mv162. The application is trying to copy the vxWorks file from the 
$(EPICS_BASE_BIN) directory ( $(EPICS_BASE)/bin/mv162 directory) to  the application's
bin/mv162 directory.
