3.13.0-compatible versions of all of Mark's records are included
(buried, really) in a tar file available from the EPICS Software
Distribution web page at APS.  Here's the specific URL

It's not just the .dbd files, by the way.  There are changes in the
record-support code as well, and file names have changed to agree
with other 3.13 software.  The new file names are vmeRecord.{c,dbd} and
gpibRecord.{c,dbd}.
