Look on page 6 and 7 of the EPICS Release BaseR31.3.0.beta11 release notes.
This describes routines starting with sdr* that 
exist in the base/bin/<host> directory
for epics 313 releases.  You must however, have a default.dctsdr
file from 312 to do the conversion.  Someone may have done the conversions
already if you list which ones you need.  Also there are tools available
on thoth.atdiv.lanl.gov /epics/BETA_4_DB2CAPSYM.tar.gz
and /epics/DBST_1_0.tar. which can be used to create capfast symbols
and edb.def definitions for capfast respectively. But if someone already
has made the symbols it is easier.
