I don't know how this solution will fit your needs or not, but it has done us some 
good around here. All I did is write a little Tcl script that executes cagets, checks 
what comes back, and sends e-mail if necessary. I execute the script with cron, so 
it's not quite "real-time", but every five minutes is more than adequate for our 
needs. Besides, the e-mail (or page) recipients wouldn't be too happy with a storm of 
messages from one occurance.

Tcl handles files pretty readily, so you could easily use the same concept except 
read the ALH file for recent alarms rather than taking a "grab sample" of the status.

If you want to make something a little more fancy, you could always use et-wish and 
just link up to the important pv's and monitor them inside a continuously running  
script.
