Subject: 167 serial ports

We use the serial ports on our 167's for several things. Most of it is antiquated equipment which we still need to
support. Luckily, RS-232 is backward compatible to 20 years ago. The
extra tasks running on the ioc are trivial to write despite their
extremely specific nature. I'm personally glad I didn't have to clear
a "generic" EPICS serial driver out of my way before starting.
