    One workaround for the length limitation in EPICS_CA_ADDR_LIST is not to
list the IP address of each individual IOC, but rather just the broadcast
address of each subnet on which the IOCs reside.  This can usually be a much
shorter list, and fit within the length limitation.

We have successfully done this on our beamlines at the APS.  However, it did
require changing the configuration of our routers to allow "directed
broadcasts".
