Are you using NFS or not?
I had a possibly related problem which was confirmed by
Wind River as a known problem (it is in 5.2 & 5.3 and
they stated that they do not intend to fix in 5.2 due to
it being 'non-critical'). Basically it means that unless
you are using NFS you cannot tell whether a file exists
when you try to open it. WRS bug report was :

DESCRIPTION:
If you try to open a non-existing file (without NFS) the fopen()
succeeds and the "contents" of the file is the error message returned
by Unix. The routine fopen() should return NULL if the file doesn't
exist.

None.
