Ric,

In our experience this is not enough to handle occassional transients
in the use of memory.  4 MB is a minimum (at least in 3.12.x, not
enough experience with 3.13).

Definitely.

The CA gateway comes to mind.

1) limit access to the control system to operations computers only
2) administratively
3) add lots of memory
4) use a gateway
