 mbbiDirect and mbboDirect changes in r3.13x

 We would like to make the following changes in
 mbbiDirect and mbboDirect in r3.13x release.
 If you have different opinion on this, please
 let us know.
 
 1. Make the Bx fields DCT visible for mbboDirect
 and invisible for mbbiDirect. This is the opposite 
 of the current implementation.
  
 2. Bx fields and VAL field in mbboDirect can be
 updated from both directions depend which side
 was the latest change.
    - make VAL is SPC_MOD
    - add the special handle (VAL updates Bx fields)
      in special routine
 Note: this feature has been used in CEBAF control
 system for two years.
