No, It's not specific to 3.13 in terms of use, but it does need 3.13
dbStaticLib to build, and it uses .db files as input rather than .ascii files. 

I have built capfast symbols for .ascii files I had for 3.11, but
I had to run them through sdr2recordtype first to get the .db files
I needed for the new tools.  
In order to use all the features of dbt
including dumping records you also need the bug fix to dbStaticLib that
I reported last week and the bug fixes to dbStaticLib that Marty has
described in the epics www document found in the indexed title list as
"Bug and Fix Report Release 3.13.0Alpha3.", but you don't need
these fixes to use it for building edb.def files.

I originally built db2capsym under 3.12.2, you could probably go
back to that with a change of a couple of lines.
