Hello,

I think new dbStaticLib.c (in R3.13.0alpha3) has problem about
dealing parm string. It's a serious problem in GPIB devices.
putParamString() in dbStatic/dbStaticLib.c shuld look '@' up.

Following code is unofficial patch.
