We have the same setup, and I don't know of better tools. For Epics, we
are using the serial DF1 Epics driver that Jeff wrote for Keck, and
are interfacing through the Common Interface File (CIF, file 9). This seems
to work well, and I have been able to give both the Epics and the
Ladder logic to the technical types and they are happy to get on with
it.
