I appreciate the effort you are putting in, Jackie.

I think most documents should be locally maintained, with links from APS.
The burden is on the local sites to inform you if links need to be
re-pointed.

I would stick with non-frame HTML until a de-facto standard, at least,
emerges. I think choosing the right time will be easy.
