So, it seems we have gotten into the undesireable position of having
two tools with different defaults.  It is more important I think to
have a global default than to fix the problem for any one class of
users, so the question becomes what SHOULD the default be?  I think
that NPP should be the default, as the static db access lib has it.

It should be easy enough for sr2db to have a switch to override this
default behavior (i.e. you must take explicit action to set PP).
