My understanding is that Tornado is a host-based development environment that
runs on TOP of VxWorks.  Version 5.3 contains the hooks to handle communications 
with Tornado.  Otherwise 5.3 looks and acts like 5.2--you can still use the old
development tools.  

As I recall the other major change between 5.2 and 5.3 has to do with the 
VxWorks build procedures.  These now use `gnumake' and the latest Cygnus-supported
gnu C compiler.

Of course there IS the cost to upgrade................!
