CEBAF intends to buy Tornado.  One major concern we have is that the
debugger daemon has no access controls, which effectively means that
someone could write software to manipulate an IOC without any access
rights.  You therefore have to either secure your network, or run operational
machines without the debugger loaded.  I think the same problem existed
on the older daemon.
