To the best of my knowledge this bug was in all previous releases.
In addition there is a simple "work-around". It is as follows

set up a soft ai record that has INP reference the record in the other ioc.
Let the DOL field reference the soft ai record. The soft ai record can
be passive. The dol field can specify PP and MS. This should work.

Thus I do not think that this bug is sufficient to stop beta13 from becomming
the official 3.12. If we allow this fix we will be opening the floodgates
with regards to changes.
