Round time stamp was implemented to group events from the IOC within the
ROUNDING constant as the same event. As the archiver is anal retentive about
data coming from the same tmie stamp (as was the GTA project), this mechanism
allowed some jitter in the time stamp for IOCs that did not have the timing
hardware in them.
As I recall (always a dangerous way for me to start a sentence) there
is an option that states whether the data being taken needs to be from the
same event - or it can be collected in FILL mode. FILL mode says that
the time stamps from the data are unimportant and that the data collected
does not have to be coherent sets (all channels reported on a given
time stamp).
