I have to agree with this idea.  But please don't ask to put it into
SDR-land.  We should place them into an ascii file that is read in ascii
form by the IOC at init time.  Otherwise we would be creating another
dependancy between the databases and something unrelated (like the drvSup
information...  To change it requires a makesdr which will therefore put
databases and out of date for no reason.)

I like the following format:

parmname value

Where there is a single entry on each line of the file, and either the
'parmname' or 'value' tokens may include 'C' style quoting to allow for
special characters and hex constants.
