Host build of a Pentium Based IOC

IOC Core (3.13) is being built under Windows NT to be loaded into the IOC
vxWorks 5.3 is used as the operating system
The makefiles for IOC Core have been modified using PERL and work for both UNIX and WNT. (This new makefile should be used for any remaining VMS hosts.)
The Petium host has not been used to support any other targets than the Pentium
No other hosts have been used to cross compile to the Pentium target
Having the IOC get it’s time from the Pentium is not yet resolved, but Kazuro Furakawa (KEK) was kind enough to point out that NTP is available in the WNT release.
