I have tested the fixes.

I did the following in module/pvData and modules/pvAccess

git checkout master

git pull

Rebuilt base for windows-x64 and windows-x64-static.

Rebuilt example application for both ARCHs.

It appears to fix both problems:

- windows-x64 no longer hangs with WINSOCK errors when exiting.

- windows-x64-static no longer crashes on startup.
