Experimental Physics and Industrial Control System

I've had a request for a Base-3.14.12.7 release by the week of December
18th. I don't see a major problem with doing that given that it's just
incorporating bug-fixes; any objections to my putting out an -rc1 in the
next day or two?

Should we be releasing Base-3.15.6 soon as well? I might leave it until
January given the choice though.
