The oddness seems to be related with OS X.

On Ubuntu 16.04.3 LTS and Debian 9 tar extracting works as expected.

But on High Sierra we can’t extract the tar file.


extracting the original tar.gz file on Ubuntu or Debian 
… then tar it on these systems 
-> can be extracted on OS X …


On linux: 

tar xvzf base-7.0.1-pre1.tar.gz 
tar cvzf base.tgz base-7.0.1-pre1

base.tgz can be extracted on OS-X
