BTW: Debian uses "~" in cases like that to ensure correct sorting order:

1.2.3 < 1.2.4~rc1 < 1.2.4

"[...] a tilde sorts before anything, even the end of a part." [1]

Maybe using tilde as a separator for release candidates/development
versions is an option for EPICS as well?
