QSRV has 'qsrvStart' and 'qsrvStop' as stand alone iocsh commands.
pvAccessCPP (and by extension pvaSrv) has 'startPVAServer' which QSRV
will be using in future. I'm adding a 'stopPVAServer' to complement
this. I'm using an initHook to start this automatically now, and while
I'm at this I use the initHookAtIocPause hook to call 'stopPVAServer'.
Perhaps not exactly what DESY would want as the server resources are
free'd, so "resume" has more ways to fail.
