This list (core-talk) is exactly the right place for internal technical
discussions like this. Messages to tech-talk get sent to over 800
subscribers, the vast majority of whom don't have the knowledge or
interest in responding (those who do already subscribe to core-talk,
which only has ~70 members). By not copying the others you're saving
energy, both electrical and human (they don't have to delete unwanted
message threads from their inboxes).

Also by using this archived mailing list instead of just emailing
specific individuals the discussions are still publicly available for
others to read at a later date, should they wish to.
