Oh, darn, Windows.

From looking around, I think the opendir()/readdir() API is present everywhere except Windows.
There is public free code that implements that minimal POSIX directory handling for Windows.

What's the right way:
  • Include it statically for the time being.
  • Put it in OSI as is (i.e. providing POSIX compliant API with POSIX names on WIN32).
  • Put it in OSI, adding the "epics*" naming layer around it, with posix and Windows implementations.
