Ralph asked me to send out a note to say that Base-3.15.2-pre1 has been
tagged and is available for downloading. Documentation is available from
the new webpage at
    http://www.aps.anl.gov/epics/base/R3-15/2.php
which exists but isn't yet linked from the rest of the EPICS website.

Known issues: Does not successfully build on Cygwin (it probably works
with a static build, but the DLL build that Jenkins does has been
failing for quite a while).
