Yes, cfg/RULES* files are included by Base/configure/RULES_FILE_TYPE
which is included by Base/configure/RULES_BUILD which gets pulled in by
Base/configure/RULES only when T_A is defined.
The new cfg/DIR_RULES* files get included when T_A is not defined,
either by Base/configure/RULES_ARCHS or Base/configure/RULES_DIRS.
