It is now about 14 months since the last 3.14.12.4 patch release of Base
3.14, with 11 patch files linked from the R3.14.12 Known Problems page
and over 50 commits to the Bazaar branch in that time. I propose to
create a new Base release 3.14.12.5 incorporating all these changes,
here's my suggested timetable:

3.14.12.5-pre1	2015-02-23
    ... Core-developer testing ...
3.14.12.5-rc1 	2015-03-09
    ... Community-wide testing ...
3.14.12.5	2015-03-23

If anyone has local patches to the 3.14 branch that they would like to
offer for inclusion in this release, please send patch files for each
individual fix to core-talk or propose branch merges containing them
through Launchpad before the end of next week (Feb 20th).
