There is no such requirement, nor do I think there is ever likely to be.
I just talked to Richard Farnsworth who has been on review committees
for several DoE facilities and he said that EPICS' history makes it the
obvious default choice for many projects, but that at least one recent
DoE project has successfully justified using other software instead of
EPICS.
If you haven't already you should probably check with sites that provide
proton therapy treatments downstream of an EPICS control system, such
as at PSI:
