Last night I tagged the Base 3.14.12.4-pre1 version and made a tar-file

available for download from the usual location. I also updated the

Release Notes file in the 3.14.12 area of the website from the release.

This release adds 64-bit Cygwin and MinGW build targets which could use

some testing, and support for VxWorks 6.9. Read the Release Notes for

more information about all the substantive changes since 3.14.12.3.

The -rc1 release should be made on December 2nd, so US people please try

to make any commits *before* the thanksgiving holiday. I don't want any

significant changes after that if we can avoid them.

Franck/Anze: If the -rc1 release were to be delayed by a day or two like

this one was, would that affect which version gets into your test

release? How much lee-way do we have?
