It makes no difference here whether the tree is initially populated or

clean, I tried both.

You need to investigate why the first sub-command that your make runs is

not a clean but an install in the sub-directory:

C:\hill\epicsInBazaar\R3.15-mirror-II>make clean
C:/Program Files (x86)/GnuWin32/bin/make -C ./configure install
