Hi Andrew

responding to an old thread: I see the item in the release notes for 3.14.12 
but I still do not see the clarification in the latest Application 
Developer's Guide (http://www.aps.anl.gov/epics/base/R3-14/12-
docs/AppDevGuide.pdf) even though the bug report now says

"Fixed before the 3.14.12 release of lp:epics-base"
